What’s the best procedure to lower my 1996 Kawasaki 1500 Vulcan Classic?

I have a 1996 Kawasaki Vulcan 1500 Classic. I’m trying to give it the custom look by adding tons of chrome , and lowering the bike at least a inch. And I would like to know the cheapest and safest way to drop the front and rear about a inch?
